In the Federation if, as is proposed, the new legislation follows the present Singapore Ordinance, registration could only be refused on the ground that the society is likely to be used for unlawful purposes or for purposes prejudicial to public peace or welfare or tc good order in (the Colony)".

In Hong Kong, under the Bill as submitted, registration could also be refused on the ground that the Society "is affiliated or connected with any organisation or group of a political nature which is established outside the Colony, in such a manner as to place such society in any way or in any matter under the
