view of insistence of British law on immunity of individuals from arbitrary house search I consider provisions should be made for police to obtain warrant before effecting entry, search or arrest. Similarly under section 19(ii) there should be a provision for persons arrested to be brought before the magistrate within 24 hours or other appropriate time limit. am doubtful as to the wisdom or efficacy of specific reference to Triad Societies and would suggest substi- tution of term "Secret or Occult Societies" with addi- tional qualification "such as a Triad Society" if it is considered necessary to mention them specifically. Section 24 seems to me unusual but I do not feel quali- fied to comment on it. Paragraphs 3 and 5 of "objects and reasons" seem to me excellently worded and should help to modify validity of adverse criticism by parties affected or likely to be affected.
