A copy of the Societies Ordinance, 1947 (Malayan Union
No, 11 of 1947) was received after the Bill had received its First
Reading. In this connection I make the following additional comments
in rela tion to items of my note as above.
Item 12 : The Bill as introduaed and enacted makes no reference to
Magistrates. Section 18 of the Ordinance under report does
not reproduce section 20 of the Malayan Ordinance exactly.
But the need to follow that section more closely did not
seem so essential as to warrant amendment at the Committee
Stage.

As regards "arms", I see no objection to mention as in
section 19. Similar mention is made in section 21 of the
Malayan Ordinance. Seizure of arms found in association
with an unlawful society whether licensed or not fully justiffable,

Item 13: Clause 20(4) was amended at the Committee stage to give
effect to suggestion made.
Item 15: Section 29 of the Malayan Ordinance also omits proviso as
suggested.
Item 20: Consideration was given in original preparation of the Bill
to the inclusion of provision similar to sections 26 and 27
of the Malayan Ordinance, Exclusion was decided upon because the aim has been to regard the legislation as an emergency measure and to avoid elaboration unless and until necessity
is shown.
