Societies Ordinance.
I attach a copy of a document seized on
Chinese Communist Party premises in Hong Kong, which
is believed to be notes for a lecture or a directive
by local Party leader.
2.
It reflects general fear and distrust of the
new Ordinance shown by Communist leaders, and their
fellow travelling friends, who consider it is aimed
primarily at them. It foreshadows the agitation which
is to be conducted against the Ordinance by all open
and overt means.
