The following action is being taken in Singapore. On the 6th May the Governor will take action to remove foreign political parties from the list of organisations exempted from the operation of the Singapore Societies Ordinance. Probably only the China Democratic League and the Kuomintang will be affected. Such parties will, if they wish to continue their activities, have to apply for registration under the Ordinance. Registration can be refused only on grounds that the party is likely to be used for unlawful purposes or for purposes prejudicial to public peace or welfare or to good order. We have suggested to the Colonial Office that if the Kuomintang apply for registration the Governor should either register it or stall pending clarification of the China situation. We have stated that we do not (repeat not) object to registration being refused to the China Democratic League.
2. On the 19th May the High Commissioner of the Federation of Malaya will introduce a bill to bring the Federation's Societies Ordinance in line with that of Singapore. As soon as this has been enacted parallel action will be taken in the Federation.
