Meanwhile I am sending by priority savingram the comments of my legal advisers on your draft Bill, These comments include suggestions for incorporating, in a somewhat different manner, the provisions of 3.10 of Singapore Societies Ordinance, thus permitting simple membership of foreign societies which have no activity or organisation in the Colony.

I share the preliminary view expressed by the Foreign Office in paragraph 5 of their telegram No.460 to Banking that the insertion of a provision of this king kind will be essential.
