anti-oppression struggles may be launched at any moment. Hence, our centre of activity is to ingratiate with the masses; have confidence in them and react upon their views and demands. We should lay stress on our responsi- bility towards the organisation and the masses. We should have confidence in their strength and consult with them. We should boldly propagate against and criticize the reactionary measures adopted by the imperialists.

The Societies Ordinance is of an anti-Communist, anti-people, anti-democracy and anti-freedom nature. persecutes the people of Hong Kong and turns Hong Kong into a "police state". Furthermore it is a sort of provocation to the people, of New China, and the entire people of China. It is a very unfriendly act.
We should also teach the masses in recognising the true nature of the imperialists, and dispel their illu- sion towards the imperialists. We should elevate their consciousness, and convert them into preparatory basis for anti-oppression work in future.

As regards the organisation and work within Societies, we should strengthen "secret work" educati on, and eliminate any excuses for accusing us of being illegal. We should strictly draw a line between open masses work and internal organisation activities. We should take precautions against any effort made by K.M. T. and imperial- ist secret servicement to undermine our works and strengthen the protection of Party and anti-secret servicement struggles.
4. As to the work of societies, we should cope with restrictions by means of developments. We should decidedly oppose the idea of ban, and being beaten up. We should have confidence and boldly develop the working f rout, especially the youths of the vocational classes, and rout the attack of the Societies Ordinance, by means of actions.
