Closing of frontier.

I consider that this matter

should be re-examined for the following

reasons:-

(i) Hong Kong has a much shorter

frontier than many countries have to patrol,

(ii) it makes administration re

housing, water, etc., most difficult unless the frontier is controlled,

(iii) the absence of control makes

security measures practically impossible,

(iv) it will have to be closed anyway

when the sauve qui peut from China starts.

2. Could consideration be given to the enlistment of a special Hong Kong frontier guard; a gendarmerie under the control of the Commissioner of Police for this purpose.
