Billitoe, Johnson, 0, 0.0. in.0. and I agree that there should be set up here committee consisting of the Colonial Secretary, Chairman 0,8.0.1. (Intelligence), Commissioner of Police, Political Adviser, senior representatives in Hong Kong of M.I.5 and M.1.6.

Terms of referenss

(a) To ocuperate all intelligence and security.

activities within Hong Kong and (so far as tho Colony 18 concerned and with no exclusive Jurisdiction), also China.

(b) To advise the Governor and 0.0.0, in 0. on all

matters of policy and organisation concerning intelligence and security intelligence in their widest aspects.

(c) To keep constantly under review intelligence of

above nature, to furnish appreciations to the Governor and 0,0,0. in Oi, define intelligenca target and study problems which may arise in future.

Copies of reports and appreciations will of course be sent to the Commissioner General for inter-alia the information of J.1.0. (F.E.) of the B.D.C.0.

It is most important that the .8.0. should be an experienced intelligence officer, preferably with Chinese background. 0.0.0. in C. considers, and the rest of us eonour, that it is immaterial from which Service he comes. Suitable man for the post in the opinion. of the 0.0.0. in C. and myself la Brigadier Field, until recently Senior Servios Attache, Nanking. 911litoe and Johnson do not express opinion on this point as they do not know him. 0.0.0. in 0. is telegraphing FARELF to this effect.
