Detective Inspector Coveney.

I am writing to confirm the brief conversation we had on the 27th respecting the abɔve-named Inspector now in the Far East,

Briefly restated the position is, we have received a telegram from the Governor of Hong Kong requesting that authority be obtained for Inspector Coveney to pay a abort visit to Hong Kong to advise and as let on Special Branch "matters subject, of course, to the Inspector being willing to

go. This request arose as the rosult of a meeting in Hong Kong of high ranking authorities, including 911litõe and Johnson, convened to deal with the question of security measures. This requirement is regarded as a first priority, so that with your approval, and Coveney's consent, arrange- ments will be made for him to go to Hong Kong before he visita Marowak, as previously arranged.

As regards the financial obligations involved, these will be met through this Öffics on the lines origineíly agreed.

I am acting on your verbal assurance that the necessary authority will be forthcoming. I assure you that your help in this matter is greatly appreciated, and the request goes to show the value attached to the quality of the service supplied by the "old firm"!!
