In the latter part of august, foreseeing that there might be an influ

of Chinese into the Colony when soa comamications with north and central

China were restored or when Canton fell, the Governor put forward proposals

for controlling Chinese inmigration. (Up to this time it had been the custom

to exempt Chinese arriving from China from the provisions of the law relating

to indgrants.) The Governor's proposals, in so far as they required

Chinese arriving from the Communist areas to possess ¡assports and visas,
