Your savingram 59 of 9th April. Ordinanco. Security Headquarters London have been informed by 8.L.0. Hong Kong that your Government has agreed to pay for accommodation and return air passage of technical expert to instal apecial telephone equipment. P.M.0, London will loan Mr. Arthur Thomas Welch provided hotel expenses and suitable out of pocket ellowance (aay shillings 5 per day) are also agreed. It is not proposed formally to second this officer to your Government during this visit but it is stipulated that your Government should accept such liabilities (e.g. in the event of death by misadventure) as would fell on them in the case of a formal secondment.
I should be glad to be informed whether you agree to Crown Agents arranging visit on this basis.
I assume that Bill published in Gazette 39. has been enacted.
