This is a matter which will fall within the purview of the local Defence Committees, since in the light of more recent experience it can be assumed that in principle the Civil Governments accept the view that rationing in war time must be part of the defensive plan.
RECRUITMENT OF SIVILIANS FOR STAFF DUTIES.
This matter has already been referred to in the Paper on "Service-Civilian Relations" and will also fall to be considered in more detail by the Local Defence Committees in connection with the raising of Local and Territorial Forces.
SERVICE-CIVIL LIAISON.
