It is understood that, at this stage, it will not be possible to treat the matters under reference in great detail and it would be appreciated if the replies to this letter could be confined to a discussion of the general principles involved. A few suggested questions of principle, which Local Governments might wish to consider in this respect, are attached to the excerpts. When the replies are received, it is the intention that they should be collated in this office and circulated to the Civil and Service Authorities in the zone of the Defence Co-ordination Committee for further study, with a view to calling a Conference at a later date, which would endeavour to settle the principles which should be applied as a basis for future detailed planning by the Local Defence Committees and other authorities in the Zone.
