H. ECONOMIC WARFARE.

The Committee favours the setting up of a regional branch office of the Ministry of Economic Warfare at Singapore. Sarawak would be unable to provide any staff for such a Branch. The chief con- tribution which the local administration could make would be by way of thorough and intelligent censorship of communications originating or received in the country.

I. FINANCE. It may not be practicable to lay down beforehand the precise limits of division of financial responsibility between the local and the home governments. As much progress as possible in this direction should be made in the early stages of preparation, and this could probably best be done by a joint Committee of Civil and Service finance officers.

J. FORM OF GOVERNMENT.

K. INTELLIGENCE. The Committee does not consider it necessary to introduce a separate study of "Intelligence" at this stage. Plans should be made to institute local intelligence in the field.

L. PUBLIC RELATIONS. There should be the closest liaison between the Civil and Service Public Relations Officers. The passing of all news to the public should be definitely the responsibility of the Civil Public Relations Officer.

M. RATIONING. No comments.
