Defence Department is not specially concerned at least in this place, with that aspect of this despatch, (and in particular its Appendix A) which refers to measures being planned at present in the Malaya Federation to combat communism; and with reference to Mr. Morris' green note over the despatch I assume that the aspect is receiving attention in the Eastern Department.
2. The interest of Defence Department in this matter is directed to planning for a future war, and in this connection the following passages seem to be of particular value:-
