An interesting report. The political refugees file is stuten how in cirqulation. The report emphasises that events in Malaya, while being closely followed, have not led to any Communist repercussions in Hong Kong, though the China Democratic League blames the K.M.T. for what has happened there.
Further references in paragraph 6 of the report to the progress of port construction at Whampoa are interesting. However, it does not look very much as if the Americans are going to be persuaded to put up money for that.
As to paragraph 7, we hope, as you know,
as soon as we
have got Ministry of Defence concurrence, to sound Hong Kong and Nanking as to a possible compromise solution over Kowloon, in the light of recent discussions with the Foreign Office and the Ministry of Defence.
