embarrassing this Government, though no opportunity of letting off steam would be lost should anything occur affecting the national pride and prestige of China. A close watch will be kept at the same time on the activities of the Chinese Communists, the China Democratic League and Marshal Li Chai-sun's Kuomintang Revolutionary Committee. It is most important that any action which might be taken against the Kuomintang should not appear to discriminate against that party as compared with other Chinese political parties. Action will be taken impartially against any Chinese individuals or political parties whose activities are detrimental to the law and order of the Colony.
