I have duly examined stewart Lockhart's report to the Colonial Office dated October 8th, 1898, and published in what may be finally described as Colonial Office Print B. 66 Eastern. What "Hong Kong Social" signifies I cannot ascertain. I enclose a copy of what appears to me to be the salient portion. You will see that "merged" is the exact word used.
I think that paragraphs 6 and 7 of the Case may stand though perhaps the latter might be elaborated somewhat to include the firmly expressed opinion that the removal of the military from the city would have resulted in the departure of the 200 civilians likewise with the result that there would have been no one over whom a Chinese officer could have exercised jurisdiction.
