This jurisdiction might be conqurrent with or alternative to the Chinese jurisdiction.

(1) Is the dispute a suitable one for submission to the International Court of Justice?
(11) If so, whether file Lajusty's Government should initiate proceedings by application, without making, or after having uace a special declaration under the optional clause on the lines indicated in paragraph 21 above, or endeavour to negotiɛte a special agroemult for submission to the International Court?
(111) whethur His Majesty's Government would havo a good prospect of succeeding before the international Court?
