Dear Roberts-Wray,
If
Herewith are two complete copies of the case for submission to the Law Officers of the Crown on the subject of jurisdiction over Kowloon City. you see no objection I should be grateful if you would kindly sign both copies and send them direct to the Law Officers. I should also be grateful if you would let me know when the case has gone, as the Department wish to inform the Secretary of State.
There have been no amendments to the case since it was seen by Sir Sidney Abrahams, except for a formal amendment to paragraph 30. The last sentence of that paragraph has been amended to read "A copy of the British Defence Coordination Committee Far East's telegram, dated 29th April, 1948, and of the letter from the Minister of Defence to the Minister of State for Colonial Affairs, dated 5th May, 1948, are attached", and the letter from the Minister of Defence has been added to Paper D, No. 2.
retention
Also enclosed for your guidance is an additional copy of the letter to the Law Officers. We are very short of copies of the enclosures, but I believe that Sir Sidney Abrahams already has a set of these.
K.O. Roberts-Wray, Esq., C.M.G.,
Colonial Office,
LONDON, S.W.1.
Yours sincerely,
