There is something attractive about

Mr. Beckett's ingenious suggestion that a person should be jointly nominated by the Chinese and ourselves to exercise jurisdiction in Kowloon ; and there ought not to be any very great difficulty about finding a suitable person with both Chinese and British nationality. But I share

Mr. Wallace's doubt whether the suggestion would be really palatable to the Governor of Hong Kong, if only on the ground that, in any circumstances involving conflict of loyalties, the probability would be that the Chinese loyalty would prevail. However, this is obviously a matter for discussion with the Foreign Office, for which a convenient opportunity will be provided when we have a meeting to go through the draft reference to the Law Officers.
