Kowloon Incident. Proposal to establish Garden of Remembrance was put to Chinese Minister of Foreign Affairs by Ambassador, Nanking, on 9th February. Minister'g
reaction was in favour of proposal but he auggested that care and maintenance should be for Chinese Government and also that two men serving sentences should be released as act of grace by Hong Kong Government when agreement had been reached. He asked for our reactions on these two points in order that he might inform his colleagues in Cabinet. Reply will be sent to Nanking on these two points very shortly.
