I am afraid that I have been a long time (214)acknowledging the letter which Scott sent in your
absence on the 2nd April. I also duly received the fürther letter from Scott bearin, the same date asking us to get the views of the service Departments on the defence aspect. AD you will know, we have now done this - see our letter to the Ministry of Defence 21 of the 12th April, or which a copy was sent to the
Föreign Office.

Reverting to the first letter, may I take it that you would agree to our saying to the Governor of Hong Kong, concerning the assumption in paragraph 2 of Hond Kong celegram No.298 what was suggested in

(203) paragrayli 4 of my letter to you of the 19th March.
Wo have noted what cott says in paragraph 5 of his letter about she suggestion in Hong Kong (199) telegram No.283 that the eviction of the residents
from the Walled City of Kowloon 1. 1936-37 might provide us with a line of argument with the Chinese Government la connection with the present issue.
FURTHER ACTION
propose, if you agreo, to cxplain to the Governor that after having gone into the circumstances, we do not reel that the attitude adopted by the Chinese Government in 1936-37 would provide us with an argument which could usefully be used with them at the present time.
