We have considered COSSEA 649 650 and 651 in the light of remarks received from the Hong Kong Local Defence Committee. Whilst agreeing that in principle there is no objection to Kowloon Walled City becoming a Garden of Remembrance the suggestion is open to serious objection if the place is not kept under full British jurisdiction. The question of dual jurisdiction is open to the same objections as set out in SEACOS 851. We therefore consider the proposal as it stands is not militarily acceptable.
