5. The proposals in paragraphs 3 and 4,
if we can get one or other accepted by the
Chinese, have advantages over the Chinese
compromise proposal communicated to you in
my telegram No. 691 in that they avoid
many of its practical complications and
reduce the possibility of future dispute
by removing rights of public access to
the area.

Grateful for your comments and to
know whether in circumstances explained
in paragraphs 1 and 2 above you would
agree to approach to Chinese as suggested
in paragraph 3 or, if necessary, as in
paragraph 4.
This telegram is being repeated to
H.M. Ambassador, Nanking, to enable
him to express his views in general to
Foreign Office and in particular on the
following points:-
confirms
(a) whether he agrees that the
compromise suggested is the best
possible in the circumstances;
(b) whether he considers it is
generally likely to be acceptable
to the Chinese Government;
