Before decision is finally taken not (repeat not) to proceed with arbitration, I should like to be assured that full consideration has been given to views (conclusion of which is supported by British Ambassador)

of commenting on counter arguments. So far I have not bsen (repeat not been) informed of reasons for rejection of views 02 Hong Kong except that arbitration might not (repeat not) be successful. This constituency (? contingency

(271) intended) was however envisaged in my telegram lio.725 and

I still consider that an adverse decision against us in arbitration which would have finality would be better than a vosk comprouise. This question is a matter of great noncern to Hong Kong.
