expression of the Chinese Government's [go,undec.] to see a simultaneous settlement of the two cases. I thanked him for this explanation but said that it did not take the matter much further forward. Could not the Chinese Government, who so far had only said that their action in the matter would be "in accordance with international usage", make some statement accepting principle of compensation? President Chiang agreed to consider this possibility in conjunction with Minister for Foreign Affairs.

4. [sic] I think that my taking the matter up thus forcibly with him may have done some good though I do not suppose we will see any real progrèss in advance of a settlement on Kowloon. It had been my intention failing the adoption by President Chiang of an attitude more reasonable than that of Minister for Foreign Affairs to advise you to give wide publicity to the latter's reply to my representations. In view, however, of President Chiang's President'Chiang's response I think we might defer consideration of publicity and give Chinese Government a chance to show themselves more forthcoming. If we hear nothing more after lapse say of a week or ten days I think His Majesty's Chargé d'Affaires might take the matter up with the Ministry of Foreign Affairs on basis of my talk with the President.
