Possible solution which has been opened up by the situation in Shenghal is that the whole aree of the Old City might be handed over (to 7 sent in erTOR) error) Jointly by ourselves and the Chinese Government to the United Nations for permanent secretariat of E.C.A.F. E. (2 corrupt groups → ?I.R.Q.) or other U.. organisation.

Since the question of site for E.C.A.F.E. Secretariat is to be raised at Lapstone Conferencs, ond since the objections of the Asian powers to the selection of a alte in British Colonial territory would not apply with such force to Kowloon City, I suggest that urgent consideration might be given to this proposal, and if you view it with favour the necessary directive might be givan to the U.K. Delegation direct and to me for transmission to the Hong Kong Delegation.
