We are unlikely, I think, to receive a reply to No. 283 for 10 days or so and, in the meantime, Sir Ralph Stevenson H.M.'s Ambassador at Nanking, is only going to be available for discussion here between the 14th and 30th September. I think it would be extremely useful to us to have a talk with him, more especially as he has discussed the Kowloon matter with the Governor of Hong Kong, and to ask him to give us a general background picture of relations between Hong Kong and China from his angle. We cannot, obviously, come to any further decision as to what line we are going to take until we have got the Governor's reply to No. 283, but it would seem a pity to miss hearing, first-hand from Sir Ralph Stevenson, what his end of the picture looks like. Would you, therefore, be willing to preside over such a meeting, say, possibly towards the end of next week or the beginning of the following week? If so, what date would suit you best? We can then go ahead and make the necessary arrangements with the Foreign Office.
