A note setting out in tablyar form the various proposals for settling the Kowloon problem has been prepared as instructed in Mr. Paskin's minute above and is at 258, A meeting was held on 8/7/48 at which the following were present:-Mr. Paskin, Sir Sidney Abrahams, Mr. Sidebotham, Mr. Scarlett, Mr. Scott of the Foreign Office, Mr. P.D. Martin of the Ministry of Defence, Mr. Radford and myself.

After discussion it was decided that the next step was to send a telegram to the Governor of Hong Kong giving him the gist of the Law Officers' opinion, setting out our views. as to how we should proceed with the case in the changed circumstances resulting from the Law Officers' opinion, and inviting his comments.

A draft telegram on these lines has been prepared. It has not yet been agreed with the Foreign Office, as further consideration is probably necessary here before this can be done.
