Chinese Minister was invited to call to-day when he was informed of the proposal contained in my telegram under reference. The Minister, while saying somewhat perfunctorily that he himself thought the idea of a Garden of kemembrance a good one, did not appear to be much impressed, He went on to ask what was to happen about the arrested persons and ex gratia payments to those who had been injured. He was told that the particular proposal which you had been instructed to make was designed to find a way out of the dispute over jurisdiction, which the Chinese Government had been at such pains to emphasise in their recent note.
2. In reference to this note, it was pointed out to the Linister that in the case of the Kuantung Leased Territory Chinese officials had in fact left thể walled city of Chinchou in 1903 before the/Russo- Japanese war because, accordin to our information, Chinese jurisdiction was not found in practice to work.
