Though second sentence of your telegram No. 115 referred to erection of "cemetery" [grp. undec.] substituted "memorial" in speaking to Minister for Foreign Affairs. should, however, be glad to learn whether your proposal in fact contemplates graves or merely a single comprehensive memorial. Latter seems preferable as less likely to afford grounds for administrative friction. Though not directly relevant reference might perhaps be usefully made at suitable opportunity during discussion with Minister for Foreign Af airs to generous facilities given for, Chinese military war graves in Burma (see my despatch No 105 of January 24th 1946) in respect of which question of sovereignty was submitted to Allied sentiment.
