Dear Coghill,

I send you herewith, in original, a protest addressed to His Excelleacy by the representatives of eleven universities in Shanghai on the subject of the recent events in Kowloon.

This protest was left with me this afternoon by a delegation of nine perfectly well-behaved students who seemed to attach importance to its being forwarded to His Excellency and tried to insist on my giving them an answer within a week. I made it clear that I could guarantee nothing.

As you will doubtless be receiving many such documents, I have not thought it worth while to make a translation of the protest; and I am sending it to you demi- officially as the C.G. is telegraphing about the immediate situation and the time has not yet come for a formal report.
