2. If Minister still persists in his attempt to obtain admission from us of Chinese jurisdiction over Kowloon city you might take him up on the history of Kinchow walled city and Kuantung Leased Territory instanced by Chinese Ambassador in his Note of February 5th.

Despite Article 4 of the Supplementary Agreement of May 7th, 1898 between China and Russia in fact the Russians prevented the Chinese from exercising exclusive jurisdiction within the walled city. Chinese officials of Mukden who had nominal jurisdiction over Kinchow were actually permitted to proceed to the city only on sufference of the Russian Commissioner at Mukden. local Chinese Deputy Residents were withdrawn from Kinchow in 1903 and thereafter the Chinese exercised no sort of jurisdiction over the city,

4. Clearly the Kinchow experiment was no more fortunate than that at Kowloon.
