Enclosure No.2 in Hankow despatch No.27 to Embassy of 24th January 1948

"Use Action As Support of Diplomatic Dealings"
Many houses of the Chinese residents in Kowloon have been torn down by force and Chinese sovereignty in Kowloon has been overturned by force. Chinese people have been shot dead and Chinese people are bleeding! The barbarism of British imperialism still exists after repeated protests by the Chinese Government.
In order to show that Chinese people cannot be 111- treated and that China's sovereignty cannot be violated, the citizens of Canton staged a demonstration yesterday. At the height of their indignation, the demonstrators pressed into Shameen and burned the British Consulate. The people of Canton have resorted to action in support of the Government's diplomacy.
The protests lodged with the Hongkong Government by Nanking has proved to be futile. Chinese press comments about the Kowloon Incident have reached a boiling point. It is
really time for China to act without further procrastination!
串
The forces of Imperialists can no longer intimidate
the Chinese!
The Chinese people can no longer be patient about the Government's evasive attitude toward the negotiations!
The action of the masses in Canton has been termed by the Canton Headquarters as directed by traitorous elements from behind the scene. When such patriotic movement is thus described, it is tantamount to denying the significance of the movement. This statement has not only raised the status of the traitorous elements but also compromised the people's confi- dence in the government.(short comment).
