the Chinese. It may be preferable to put the
indication concerning the International Court
before our proposals for dealing with the area
in the meantime, prefacing both points with an
intimation that our proposal for Garden of
Remembrance with joint trustees went as far
as we felt we could go in the direction of
meeting the Chinese.
9. We are also considering the question
whether in the next communication to the
Chinese we should not intimate to them that
we shall now have to give publicity to our
efforts to find a solution, including our
offer of a Garden of Remembrance under joint
trusteeship and the Chinese rejection of it.
