Dear Wallace,

Please refer to Hong Kong telegram No. 283 of the 11th March about the Kowloon "walled city" dispute. We have now received a telegram from Nanking, a copy of which I enclose saying that the Embassy do not have copies of the relevant correspondence.

We have of course always had the 1937 correspondence in mind here, and as stated in my memorandum of 19th September 1946 the Chinese have never conceded the point about jurisdiction. I enclose for convenience of

2nd December 1936 and 1st May 1937 to Sir Hughe Knatchbull Hugessen, which make this quite clear. The last word on the subject before the outbreak of hostilities with Japan in July was the interview between the Minister for Foreign Affairs and His Majesty's Ambassador on 3rd May 1937, a copy of which forms enclosure 4 in this letter.

I am sending a copy of this letter to Lamb at Nanking.
