with Mr. Rees-Williams. Mr. Seel was present part of the time. Mr. Rees- Williams agreed that his point would be met for the present, by the addition of a paragraph to the draft telegram asking for the Governor's views on the question of our intimating to the Chinese in our next communication to them that we shall now have to give publicity to our efforts to find a solution of this problem, including our offer of a Garden of Remembrance under joint trusteeship, and the Chinese rejection of it.
