Mr. Scarlett of the Foreign Office told me this morning that the Chinese Ambassador saw Mr. Bevin yesterday, and that Mr. Bevin firmly adhered to the position that the Chinese proposals were unacceptable and that the Garden of Remembrance with a joint Committee offered the best solution. I gather that Mr. Bevin suggested in the course of the discussion that the Committee might consist of six three Chinese and three British.
