It can, however, have no effect of itself as municipal law, according to the principles of English juris- prudence, until it is recognised by Statute. The best course would be to schedule the document to Hong Kong Ordinance and give it the force of law. I do not know whether the Chinese would be likely to object, but if they to do like- wise I suppose we should not wish to try to stop them.
