The terms of the draft announcement at No.135 were further discussed in the light of the Governor's telegram at No.136. I now attach a revised draft which I will send over to the Foreign Office for their consideration. I will, at the same time, make it clear that we should want to give the Governor of Hong Kong an opportunity of commenting on the terms of any draft announcement before it is put to the Chinese Government.
I understand from Mr. Scarlett that he is preparing a telegram to Nanking, on the basis of the Hong Kong telegram at No.136, and that he will let us see the draft of this telegram for our comments.
I have marked this file in red as I think it very desirable that we should get our draft announce- ment to the Chinese as quickly as possible to forestall any premature publicity by the Chinese, which may prejudice us, and also the presentation of a draft announcement by the Chinese.
