Kwok came and saw me at 12 noon today to protest on instructions from his Government on our action in Kowloon City. I informed him that I hold him responsible for what had happened for had he not given encouragement to agitators right at the start there would havo beon no trouble, He should, I told him, have registered a protest on behalf of his Government (if he wanted to), but informed the squatters that whilst China reserved hor rights in the
matter, the aquatters should move themselves an instructed by the Hong Kong Government, since the meaaurea were noceanary in the interests of health, I added that visit to Kowloon Olty of Po `On Magistrate; and his incitement of the peoplo there was most extraordinary action to say the loast of it.
