My immediately preceding telegram.

Unsatisfactory attitude is well illustrated by interview given to Central News by General Wu Te Chen, Secretary Ceneral Kuomintang Central Executive Committee, on January 16th. Following version of the General's statement appears in today's English service of Central News Agency.

"Commenting on the Fowloon incident and Canton riot, General Wu Te Chen Secretary of Kuomintang Central Executive Committee and concurrently Vice President of the Legislative Yuan in an interview with Central News today said "we should have confidence in the Government for arriving at an agreement through diplomatic channels" adding that action should be taken to eliminate those Communist elements who are taking every opportunity to create embarrassment.

General Wu, who was one time Governor of Kwangtung expressed regrets over the Kowloon incident and the Canton riots. The burning of the British Consulate General Shameen is as "unfortunate an event" as that of the Hong Hong authorities forcible eviction of residents in Kowloon City he said. The question of administrative and sovereign rights of Kowloon City General Wu said should be solved by British and Chinese Governments through diplomatic channels. It is most unfortunate that Hong Kong authorities under the pretext of sanitation and the prevention of fires should forcibly evict the Kowloon squatters before laying down any concrete steps he said.

Ever since V.J day the Chinese Communist party has adopted its usual opportunist tactics" of leading China toward the severance of diplomatic relationship with foreign countries so as to aggrevate the difficulties of the national foreign policy General Wu recalled. This he added can be explained by quiet tone of the Communist inclined newspapers in Hong Kong dockers strike last year. Outside of Hong Kong the General stated the Communists have been practising their usual tactics of investigation and destruction".
