Kowloon incident.
While the situation would appear to be calming down nevertheless I consider the oxtromoly weak Government as evidenced by recent events creates a continued risk of their being forced to connive at anti-foreign action by extreme elements. This danger will increase as we approach Chinese New Year (early February) when labour troubles are expected.
2. I should therefore like to get Kowloon incident disposed of soon and trust that I may shortly reccive authority to settle on some such lines as those indicated in my telegrams Nos. 49 and 65.
