I strongly recommend that Kowloon City, which is smaller than this Consultate General compound, be given allottão to the Chinese Government for erection of Consulate General in which Kwok himself need not necessarily reside, Being Heap Kei Tak, it would be conventient and it would settle the question of Chinese territorial claima ina manner satisfactory to them and yet satisfactory to us from the sanitary and administrative view points

Three months hard labour of two persons convicted could be spent preparing site for erection of building so that while fulfilling sentence they would also be working for China,
