Proposals in paragraphs 5, 6 and 7 of
your telegram No.67 for seizing present opportunity
to take initiative with Chinese Government have
been very carefully considered here and the
following conclusions reached:-

that assurances which have been given
by Chinese Minister for Foreign Affairs,

in response to our Ambassador's
representations, that instructions were
to be sent to "National Times" to maintain
"an unprovocative attitude" should be
accepted, and that the paper should be
judged on its future behaviour and no
further action taken at the moment:
that in the absence of any evidence to
implicate Kuomintang we cannot ask for
their withdrawal and that of San Min Chu
I Youth Corps particularly while refugee
personalities and organisations within
the Colony opposed to the Chinese Govern-
ment are free to continue their
activities:
that regularisation of position of Chinese
representative is not at present of major
importance since Chinese Government in
concluding recent Customs Agreement have
already acknowledged British sovereignty
over Hong Kong. This matter should be
considered at leisure and on its merits.
