3. As the finister will no doubt be
aware, the Governor of Hong Kong has already
made public a proposal to convert the site of
the walled city into a public park. It in
my considered view that`under certain
conditions this proposal offers a practical
solution of a question which, as the Minister
justly observed to you on February 2nd is of
no intrinsic importance. You are acco-dingly
authorized to propose to the Chineze Government
that both sides should express their willingness
to waive their claims in the interests of

obtaining a compromise settlement on a basis
of common sense and that, thereafter, they
should agree to the conversion of the site into
a public park, The park would be under the
general administration and control of the
(appropriate Hong Kina
enthoated under rules and
rogulations to be drawn up in agreement to the
