I have personally examined this question
and attach the greatest importance to reaching
a reasonable settlement with the Chinese
Government without delay.
You should, therefore, seek an early
interview with M.F.A. and make the followin
oral proposal.
3. As the Minister will no doubt be
aware, the Governor of Hong Kong has already
made public a propoenl to convert the site of
the walled city into a public park. It is
my considered view that under certain
conditions this proposal offers a practical
solution of a question which, as the Minister
justly observed to you on February 2nd is of
no intrinsic importance. You are accordingly
authorized to propose to the Chinese Government
