Mr. Scarlett is writing me a letter, giving the Foreign Office views on the three suggestions made by the Governor of Hong Kong in his telegram No.67 (No.31) for securing the withdrawal from Hong Kong of the Kuomintang and the newspaper "National Times" and for regularising the position of the Chinese Representative in Hong Kong.

As already indicated, we have already, with Foreign Office concurrence, sent a telegram to the Governor about restraining the Po-On magistrate or any other Kwangtung officials from visiting Hong Kong. I don't think that there is any further action that we can usefully take for the present.
